Abstract

Purpose - The purpose of the article is to reveal the processes of evidence-based public policy-making and implementation in the context of global public governance, identifying the key challenges of these processes. The authors analyze macro and micro ideological, institutional, cultural, financial, psychological challenges, reveal the reasons for their formation in highly complex public policy-making and implementation processes, and offer possible solutions to eliminate these challenges.

Design/methodology/approach - The article uses methods of scientific literature, critical analysis, synthesis, generalization and comparison. The article is conceptual and opinion-forming in nature.

Findings. The article reveals the essential conditions for the effective and efficient making and implementation of evidence-based public policy. The main challenges limiting these processes are identified which are related to various methodological, evidence-gathering and assessment, political-ideological, emotional, financial, bureaucratic, long-term implementation problems.

Research limitations/implications. The article is theoretical, it is based on research conducted by various authors and the interpretation of their results. The article analysis only the most important challenges in the opinion of the authors, but, given the complexity of these processes, not all challenges are assessed.

Practical implications - The article reveals practical challenges for making and implementing evidencebased public policy. Various global macro and micro examples are revealed that can contribute to the improvement of public governance processes, the formation of new evidence-based public policy methods and improvement of the existing methods, political-institutional environment, and a deeper scientific and practical understanding of this phenomenon.

Originality/Value - The concept of evidence-based solutions, well known and widely analyzed in the scientific context, in 2020, since the emergence of the global pandemic, revealed the inevitability and need to base public policy decisions on evidence - data, analytics, the involvement of stakeholders and experts in the stages of the public policy process and to try this interaction on a crisis - rapid principle. The application of major data, analytics, evidence in a general sense in public policy decision-making has become extremely relevant in all areas - from health, education, tourism, finance, work organization, social security to the creation and implementation of innovations.
